Windsor city council report card: Hilary Payne - Ward 9

Payne’s second term on council has been defined by his epic showdown with then-economic development corporation CEO Sandra Pupatello. Though she said he was “past his due date,” Payne, 84, marches on, advocating for road work and community services in his south-end ward.
