CBC Windsor grades the politicians at mid-way point of their 2014-18 term

Holt arrived on the scene, welcoming the mayor's plan for a 20-year strategic vision as a chance "to think big." A promoter of progressive urban ideas, he makes noises about ending the tax freeze, but ultimately supported two hold-the-line budgets. Holt was the only councillor to vote against the tax levy for the mega-hospital. Holt is willing to champion low-appeal ideas, such as paid parking at all city facilities and lowering the default speed limit to 40 km/hr. He has a below-average attendance, but high engagement on social media.
