Francis has the best attendance of all council members, missing only one meeting while away on city business. He typically supports the mayor's initiatives, but has spoken out on concerns of ward residents, particularly on infrastructure and traffic issues. Francis is keen to keep a lid on costs, he opposed raising new city hall construction budget for "wants opposed to needs." He is not in the social media game.
