Pair charged in Downtown Eastside shooting death

A man and a woman have both been charged in a fatal shooting at Vancouver's Savoy Hotel this winter.
Joseph Billy Bustinski, 62, died in hospital after the Jan. 27 shooting at 258 East Hastings St. on the Downtown Eastside.
The first arrest in his death wasn't made until more than six months later, on July 13, when 29-year-old Marnie Marie Scow turned herself in to police and was charged with manslaughter, according to a news release from the Vancouver police department.
The second arrest was made Friday afternoon at a home in Surrey. Thirty-one-year-old Stephen Farmer has been charged with second-degree murder.
According to Vancouver police, Farmer was also wanted by Surrey RCMP for a raft of other charges, including driving while prohibited, flight from police, dangerous operation of a motor vehicle, failure to stop at an accident and breach of probation.
