Police have laid two charges against a man in relation to an explosion at the North Atlantic Come by Chance oil refinery in October 2016.
Clarenville RCMP said an investigation revealed a small bag of acetylene was placed in a welding area and exploded.
No one was injured and there were no damages reported.
A Carbonear man, 40, has been charged with mischief endangering the lives of others and mischief over $5,000.
He has been released to appear in provincial court in Clarenville in April.
