Minister of Housing John Abbott says the province is giving money to the City of St. John’s to renovate housing to be more accessible for Rhonda Whalen. She’s a St. John's woman in a wheelchair, who says she's trapped in her public housing unit and unable to use the bathroom on the second floor.
