A report from consulting firm Ernst & Young, commissioned by the Convenience Industry Council of Canada (CICC), analyzed the illegal tobacco industry in five provinces. It says Alberta smokers are spending less on legal cigarettes and more on contraband, costing the province tobacco tax revenue.
