Construction is continuing on the project as the 10th anniversary of the Sept. 11 attacks nears. Officials are planning to have the Memorial Plaza open to coincide with the anniversary.

"You'll be able to come, walk the plaza, sit, contemplate, the fountains will be working, look at the names, you can reflect," New York City Mayor Michael Bloomberg said in 2010.

While the plaza is on track to be open for the anniversary, the museum commemorating the victims of the attacks will not open until 2012.

North of the memorial’s fountains, the new 1 World Trade Center continues to rise on Fulton Street. Workers had installed steel above the 70th floor by summer 2011.
