Canada is one of only three countries charging refugees for transportation to the country, and is alone in adding interest to the debt. 

The Liberal government waived the transportation loan for Syrian refugees as part of its election promise to bring 25,000 refugees to Canada.

But the exemption only includes those who arrived after Nov. 4, 2015, when the Liberals came to power, and only applies to Syrians.

Refugee organizations have criticized the loan program for years and have called on governments to end it.
