Canada and Russia both lay claim to Arctic territory, but Russia puts a lot more money where its mouth is, with bigger cities and a bigger push for resources. Concern for the environment drove Canada and the U.S. to ban Arctic drilling until 2021. But Russia is plowing past those concerns and eyeing an Arctic future.
