Canada is all but certain to miss its target to reduce greenhouse gas emissions by 2020, the country's environmental watchdog has warned. Julie Gelfand found Ottawa has failed to introduce regulations for the oil and gas sector, the fastest growing emitter and has no plan to meet its target.
