Saint-Jacques replaces former ambassador David Mulroney, who left the post in Beijing this summer and has since joined the Canada Centre for Global Security Studies at the University of Toronto's Munk School.
Saint-Jacques was appointed Canada's chief negotiator and ambassador for climate change in 2010, and has twice before served in Canada's embassy in Beijing.
He joined the Department of Foreign Affairs in 1977, and has served in New York City, Mexico City, Kinshasa and Hong Kong., He has held senior posts at Canada's embassy in Washington and served as deputy high commissioner in London.
