Duncan was made interim leader on Jan. 1, replacing former chairman Mark McQueen.
Sohi had high praise for Duncan, who has been in the position for nearly a year.
"His experience in effectively managing complex and sensitive files, paired with his deep knowledge and passion for the region will be pivotal in assuring the advancement of this organization," Sohi said in a written statement.
During a visit to Windsor in November, Duncan announced the bridge authority's $1-million investment to study the potential economic impact of the Gordie Howe bridge.
The study is a joint partnership with the University of Windsor and Michigan State University. Both schools will examine and quantify the economic benefits from the construction of the new bridge, along with economic development stemming from the new crossing once it's in service.
