The decision was posted on the Health Canada website Wednesday.
The agency issued a "Notice of Intent to Refuse" the company's proposal on Feb. 13.
CEN Biotech then had 20 days to make a written objection on the decision.
The Marijuana for Medical Purposes Regulations requires that Health Canada give notice to any applicant to whom it intends to refuse a licence.
