Where driving and dialing don't mix

In parts of Canada, a debate smoulders over whether or not to make driving while using a handheld cellphone illegal. Three provinces already have laws on the book. But in much of the world, driving and dialling has long been outlawed (although use of hands-free devices is often permitted.)
