Police say the investigation is ongoing.
TTC spokesman Brad Ross earlier condemned the incident, which took place at Sherbourne station.
Two men and a woman boarded a train and proceeded to make racist comments about the two Muslim women, including an implication that they could be terrorists, Ross said.
The woman allegedly also pushed one of them, Ross said.
A witness on the train activated the emergency alarm and Toronto police officers and TTC special constables responded to the scene. The offenders, however, fled.
