Toronto declared the emergency last Friday as a snowstorm moved across the Greater Toronto Area, bringing two snowstorms and temperatures that hovered in the –12 range before the wind chill was factored in.
Declaring a cold weather emergency in motion frees up additional resources to help Toronto's homeless. Extra shelter beds are made available, along with other services aimed at the safekeeping of people who are out on the streets.
The emergency will probably be lifted in a day or so when temperatures are expected to rise above freezing.
