Tory praised the 29-year-old for inspiring people.

"You promote the city. You are devoted to the city. You love the city," he said.

"This is non-transferrable, not even to Lil Wayne," Tory quipped, referring to a lyric in Drake's Summer Sixteen single released in late January and rapper Lil Wayne.

Tory announced Thursday that Drake would receive the honour

Drake is expected to release his new album Views from the 6 in April. Dozens of billboards are scattered across the city touting its eventual release.
