How the Phoenix pay system rose and fell

Months after the federal government went live with its new off-the-shelf system to process payments to its 300,000 federal employees, thousands of public servants across the country are still reporting problems.

Some public servants have had to max out credit cards and struggle to pay bills because of mistakes with their direct deposits, others have gone through unnecessary hassle going back to work after the death of a loved one.
