Crews spent part of Monday morning building gravel barriers along certain streets. The barriers serve as makeshift roads in case residents have to flee their homes.
Residents who do so are asked to register at the disaster assistance centre at the Jean René Monette building or call 311.
River levels peaked Sunday and remained stable overnight, but river regulators said the levels are expected to stay high for at least a few days.
