5 proposals for LeBreton Flats redevelopment submitted to NCC

After extending its deadline for proposals on the next phase of redevelopment at LeBreton Flats due to high interest, the National Capital Commission has received five submissions.

Now that the requests for qualification have been submitted, a committee made up of three NCC executive members, architect A. J. 'Jack' Diamond and planner Mark Conway will evaluate the submissions "to pre-qualify two to five proponents," a media release issued Wednesday by the NCC reads.

The vetted and accepted proponents will be announced in March, once the NCC's board ratifies the committee's decisions, and will then be invited to submit requests for proposals.

The deadline for requests for qualifications had been extended from Dec. 5, 2014, to Jan. 7, 2015. In late September, the NCC turned to the private sector to look for an anchor tenant such as a national institution to be housed on the site.

The federal agency launched what's called a request for qualifications to redevelop a 9.3-hectare site just south of the Canadian War Museum. Successful applicants will then be invited to participate in a second solicitation stage, the NCC said.

It also said interested proponents should provide an outlook for what they would do with an additional 12.3 hectares to the west of the parcels of land.

The NCC is not releasing details about the five submissions. Ottawa Senators owner Eugene Melnyk had said in December that the Sens would submit a bid for a new NHL arena at LeBreton Flats.
