Nunavut RCMP officers who faced a complaint of using excessive force against a prisoner acted within the scope of duties, according to an independent investigation by the Ottawa Police Service.

The incident stems from July 19, 2014, when Bernard Naulalik was in a Nunavut RCMP holding cell and got into an altercation with officers. A video of the incident came to light back in May.

In a news release, police say the officers "did not exceed the use of force necessary to control an aggressive and assaultive prisoner."

In addition to the independent investigation by the Ottawa Police Service, the RCMP says it also conducted its own internal review based on the OPS's findings. Police say Naulalik has been informed of the findings, and the complaint is concluded.

This was the second incident this year of alleged prisoner abuse. In February a video of Eetooloo Ejetsiak was made public. It showed RCMP officers hitting the prisoner while he was naked. The OPS is also conducting an external review of that incident. That investigation is ongoing.
