NAPE, which represents correctional officers at the penitentiary, said there has been talk that contraband is being thrown over the walls during recreation periods, when inmates are outdoors.
NAPE — which has been making public its concerns that the penitentiary has become increasingly unsafe for staff — recently organized a meeting with Department of Justice officials.
Penitentiary managers have agreed to staff an observation tower at HMP.
NAPE says the move is a positive step, as corrections officers can see all of the perimeters of the penitentiary in the north tower.
