N.B. COVID-19 roundup: 116 new cases, 31 people in ICU, Vitalité moves to 'red alert'

New Brunswick recorded 116 new cases of COVID-19 on Thursday, and the Vitalité Health Network announced all non-essential health-care services will be "greatly reduced" or temporarily suspended, starting Tuesday.

For the Campbellton Regional Hospital, the "red alert" changes take effect immediately because of a COVID-19 outbreak.

Vitalité has "no other option," given the COVID situation and "severe" staffing shortage, which adds to the "seriousness and complexity of the situation," president and CEO Dr. France Desrosiers said in a statement.

Fifty-five New Brunswickers are now in hospital because of the virus, including 31 in intensive care, Public Health said in a news release. That's up from 51 and 25 respectively on Wednesday, and an all-time high.

Epidemiological projections indicate the number of hospitalizations will increase over "the next few weeks," and Vitalité must be prepared, said Desrosiers.

"We must go to red alert internally so that we can temporarily reduce or suspend non-essential services and thereby redeploy staff to maintain our emergency services and intensive care units and the care of patients with COVID-19 who are hospitalized," she said.

Affected services include:

• Elective surgeries
• Ambulatory care services
• Professional services, such as physiotherapy, occupational therapy, and nutrition
• Non-urgent medical imaging services, such as X-rays and scans

Both Vitalité and Horizon have also suspended all hospital visits, starting Friday at 2 p.m.

Vitalité will contact patients who have appointments to reschedule, if necessary.

"The Network thanks the public for their valuable co-operation as we face this wave of the pandemic, which is having an unprecedented impact on the province's health-care system," the release said.

No one under the age of 19 is hospitalized in New Brunswick, and no new deaths have been reported in the province for the first time in 10 days.

Of the people in hospital, 41 are unvaccinated, three are partially vaccinated and 11 are fully vaccinated, according to Public Health.

"While we continue to see cases pop up in the vaccinated population, we know you are 16 times more likely to contract COVID-19 if you are unvaccinated," Dr. Jennifer Russell, chief medical officer of health, said in a statement.

"If you are vaccinated you are also much less likely to get seriously ill or end up in hospital."

A total of 81.1 per cent of New Brunswickers aged 12 or older are fully vaccinated, up from 80.9 per cent on Wednesday, while 90.1 per cent have received their first dose of a vaccine, up from 89.9.

Premier Blaine Higgs called the "milestone" partial vaccination rate "very encouraging news."

"If we can get everyone who has had a first dose to get their second dose, we could reach 90 per cent fully vaccinated within a month," he said in a statement.

"Every person who gets the vaccine reduces the overall risk of hospitalization and death from COVID-19."

The province's goal is to get at least 90 per cent of the total population double-dosed now that the highly-transmissible delta variant is the dominant strain driving the fourth wave.

The new cases are spread across all seven health zones, and there are now 825 active cases, a record high.

Visits cancelled at all hospitals

Visits to all hospitals across the province have been suspended, starting Friday at 2 p.m., because of the growing number of COVID-19 cases and hospitalizations.

The Horizon and Vitalité health networks announced the decision in separate news releases Thursday afternoon.

"By limiting the number of people in our facilities through visitor restrictions, we are reducing the chance of COVID-19 infecting our patients, clients, staff and physicians," Horizon's interim president and CEO Dr. John Dornan said in a statement.

Given the "continually increasing" number of COVID-19 cases, Vitalité president and CEO Dr. France Desrosiers called it the "prudent" thing to do.

Visits had already been cancelled at Vitalité's Edmundston Regional Hospital, Grand Falls General Hospital and Hôtel-Dieu Saint-Joseph de Saint-Quentin, as of Oct. 1, "in light of the alarming increase in cases of COVID-19," and at the Restigouche Hospital Centre, as of Oct. 4, where an outbreak has been declared.

The blanket suspension, which also applies to Horizon's other health-care facilities, will remain in place until further notice.

There are some exceptions to the visitor bans, including for the designated support persons for certain patients.

Designated support persons must continue to follow existing safety measures. These include monitoring for COVID-19 symptoms before each visit, being asymptomatic, participating in acting screening before entering, wearing a mask, washing their hands and only going to their loved one's room.

Patients visiting a Horizon emergency department or outpatient clinic who require assistance may also have one support person, according to a news release.

Horizon patients eligible for a designated support person include those in palliative care, in obstetrics (labour and delivery, postpartum), neonatal, intensive care/critical care units, pediatrics, patients who have been in hospital for 14 days or longer, and patients with intellectual/communication impairments (cognitive impairment leading to agitation and inability to console; communication impairment which affects care), the release said.

Vitalité patients eligible for a designated support person include those in palliative care, pediatrics/child psychiatry, obstetrics (labour and delivery), intensive care and patients receiving medical assistance in dying.

Circuit breaker includes communities in Zones 2, 5

More New Brunswickers will be subject to the two-week circuit breaker restrictions set to take effect Friday at 6 p.m. than originally reported.

On Thursday afternoon, the province expanded its description of the areas affected to include Havelock, which is in the Saint John region, Zone 2, and Menneval, which is in the Campbellton region, Zone 5.

When the circuit breaker was announced Tuesday, only Zones 1, 3 and 4 were mentioned.

The additions were not clearly explained in the news release issued by Public Health on Thursday. It simply listed the areas impacted.

These include: the Moncton region, Zone 1, as far north as and including Sainte-Anne-de-Kent and including Havelock in the Saint John region, Zone 2; the northern portion of the Fredericton region, Zone 3, from and including Deerville and Florenceville-Bristol; and all of the Edmundston region, Zone 4, including Menneval in the Campbellton region, Zone 5.

To limit the spread of the virus and reduce further hospitalizations, people who live in these areas must not have gatherings at private homes inside or outside with anyone who does not live at that home, with a few exceptions, according to the circuit breaker website.

 A single household includes individuals living together. It can be extended to include caregivers for any of those people, plus any parent, child, sibling, grandparent or grandchild of those people who requires support, plus any one additional person who lives alone at another address.

People are allowed to gather at businesses, events and services where proof of full vaccination with a government-issued ID is required.

Travel to or from circuit breaker regions is restricted, except for those who must travel for essential reasons, including work, health services, child custody, childcare or post-secondary education, or travel to events where proof of vaccination is required, the website states.

Schools will remain open but sports and extra-curricular activities will be paused for those under 12 and no spectators are allowed at these events for those 12 and older.

All businesses can remain open but must continue to follow mandatory order measures.

Breakdown of new cases

Of the 116 new cases of COVID-19 confirmed Thursday, 71 – or 61.2 per cent – are unvaccinated, 10 – or 8.6 per cent – are partially vaccinated, and 35 – or 30.2 per cent – are fully vaccinated, Public Health said.

Moncton region, Zone 1, 39 cases:

Miramichi region, Zone 7, two cases:

• A person 20 to 29
• A person 30 to 39

Both of these cases are under investigation.

New Brunswick has had 4,857 confirmed cases of COVID-19 since the pandemic began, with 3,961 recoveries so far and 70 COVID-related deaths.

A total of 482,047 tests have been conducted to date, including 2,655 on Wednesday.

It's safe to eat out for Thanksgiving, says restaurant industry rep

Many New Brunswick restaurants say they have not seen much of an uptick in reservations for Thanksgiving weekend, despite new COVID-19 measures that make them one of the few places people can gather.

Luc Erjavec, vice-president of Restaurants Canada for Atlantic Canada, says Thanksgiving tends to be a day people want to stay home with family — and even more so with COVID cases and restrictions on the rise.

But he's trying to convince people it's safe to eat out.

"If you want to go dine with your family and friends or whoever, it's perfectly safe to go to a restaurant and we're open for business," he said.

"So that's a message that really needs to get out there because I think at the top level, we're so much based on consumer confidence, but they hear the word restrictions, they say, 'Ooh, hunker down, it's unsafe. Stay home.'"

The province announced Tuesday that New Brunswickers are not allowed to gather privately with friends and family from other households, indoors or outdoors, between Friday at 6 p.m. and Monday at midnight.

But they can eat together in restaurants, where only fully vaccinated patrons will be allowed to enter.

On Wednesday night, the Department of Health clarified that New Brunswickers who live alone can bubble with another household during the holiday weekend.

Unvaccinated people are allowed to work in New Brunswick restaurants. But they have to wear a mask at all times and get tested twice a week.

As of Thursday afternoon, the public notices about places where people may have been exposed to the coronavirus include 49 restaurants across the province. Some of them are listed more than once.

Province asks Ottawa for Johnson & Johnson vaccines

The province has asked the federal government for a "small quantity" of Johnson & Johnson's one-dose COVID-19 vaccine Janssen, the Department of Health confirmed Thursday.

Alberta, Saskatchewan and British Columbia have requested tens of thousands of doses of the vaccine as a way to try to increase vaccine uptake. Alberta Premier Jason Kenney has said some people in areas of low vaccine uptake have expressed a preference for the Janssen vaccine and thinks the new option might sway some holdouts.

"The government of New Brunswick has submitted an expression of interest to the federal government to secure a small quantity of the Janssen vaccine," department spokesperson Gail Harding said in an email.

"Procurement is still underway, and amounts have not yet been determined," she said.

The federal government has no Janssen in stock but is trying to secure additional doses, Health Minister Patty Hajdu said last Friday. Ottawa has contacted other provinces and territories to see if they're interested.

About 300,000 doses of Janssen were shipped to Canada in late April, but Health Canada rejected them because of concerns about the third-party manufacturer of those doses, Maryland-based Emergent. Workers at the company's Baltimore plant inadvertently ruined some 15 million doses of the vaccine by mixing up ingredients intended for the AstraZeneca vaccine.

Although Janssen has been approved for use in Canada, it has not yet been administered.

Health Canada said the single-shot viral vector vaccine is not as effective as its two-dose mRNA vaccine equivalents from Pfizer-BioNTech and Moderna.

Janssen is 66 per cent effective in preventing someone from becoming ill with COVID-19, according to Health Canada. New trial data from Johnson & Johnson found two doses of the vaccine are 94 per cent effective at preventing disease.

Islanders advised to avoid N.B. 'hot spots'

P.E.I.'s chief public health officer has advised Islanders to avoid travel to the New Brunswick regions that will be under circuit breaker restrictions for 14 days, starting Friday at 6 p.m.

In a written release, Dr. Heather Morrison said all Islanders, regardless of vaccination status, should refrain from visiting the circuit-breaker zones, unless it's for essential purposes.

"We need to do our part to protect the residents of our province, and support our friends and neighbours in New Brunswick, and avoid unnecessary travel to these areas for at least the next two weeks," she said.

Travel in and out of the circuit breaker regions is prohibited except for essential reasons, such as work, health services, child custody, childcare, post-secondary education or travel to events where proof of vaccination is required, New Brunswick has said.

Any Islanders traveling to the circuit-breaker regions for essential purposes should be fully vaccinated and follow local public health measures and testing guidance when returning to P.E.I., Morrison said.

New cases at 7 schools, 1 daycare

Since Wednesday, new cases of COVID-19 have been confirmed at six schools and one child-care facility across four health zones, Public Health reported Thursday afternoon.

One more in a fifth zone was affected by Thursday evening, according to a letters to parents and guardians from the school district.

At least 81 schools and 44 early learning and child-care facilities have now been affected since the beginning of the school year on Sept. 7.

A positive case of COVID-19 has been confirmed at Tobique Valley High School, David McTimoney, the superintendent of the Anglophone West School District advised parents. The Grade 6-12 school, in Plaster Rock, in the Fredericton region, Zone 3, has nearly 150 students, according to its website.

"We are working with Public Health officials to identify any students and school personnel who may have been in contact with the case," McTimoney said in the notice.

"Anyone required to self-isolate will get a letter from Public Health with specific instructions on what to do next."

Friday will be a distance learning day for all students, but they should plan to return to school Tuesday, McTimoney said.

He asked parents to watch for communications from their child's teachers regarding a learning plan, but told them not to worry if they don't manage to connect.

"We understand that this is short notice, and we will adjust as required."

Friday will also be an operational day for Maplehurst Middle School in Moncton, advised Pamela Wilson, acting superintendent of the Anglophone East School District. The roughly 600 students in Grades 6-8 will be learning from home, due to ongoing contact tracing, she said in a letter to families.

"You will be informed if you have been in close contact with the confirmed case and will be informed with a letter from the school including directions from Public Health if you must self-isolate," reads the letter.

Public Health reported a new case has been confirmed at Maplehurst Middle School and Northrop Frye School, which are both located in Moncton, in the Moncton region, Zone 1, and were previously impacted.

Also in Zone 1, a new case was also confirmed at East Coast Kids Child Care & Learning Center in Hillsborough, which was previously impacted.

In the Saint John region, Zone 2, a case has been confirmed at Campobello Island Consolidated School.

In the Fredericton region, Zone 3, a case has been confirmed at Stanley Consolidated School.

A new case was confirmed at Hartland Community School, which was previously impacted.  

In the Bathurst region, Zone 6, a case has been confirmed at Superior Middle School in Bathurst.

People who have been in close contact with a case will be notified directly by Public Health or the school or daycare for contact tracing, Public Health said in a news release.

Under New Brunswick's Healthy and Safe Schools guidelines, schools with cases may close or move to online learning for at least one calendar day to support contact tracing, risk assessments and operational responses.

Pandemic forces more school closures

COVID-19 forced more schools across the province to close Thursday.

In the Anglophone South School District, Campobello Island School had an operational day, with students learning from home, according to a notice from the district.

A case of COVID-19 has been confirmed at Stanley Consolidated School in Anglophone West. That district told students to stay home Thursday and plan for a return to school on Friday.

There has been an additional confirmed case of COVID-19 at Hartland Community School. Because cases at the school continue to rise, the school had distance learning Thursday, which will continue Friday, said the district. 

At-home learning also continued Thursday at Maplehurst Middle School and Northrop Frye School, said the Anglophone East School District.

Several other schools previously announced they would remain closed for the rest of this week.

Atlantic COVID roundup

Nova Scotia reported 30 new cases of COVID-19 on Thursday, bringing the number of active cases to 247. Sixteen people are in hospital due to COVID-19, with five of them in intensive care.

Newfoundland and Labrador confirmed seven new cases, putting the active case count at 118. There are 16 people in hospital, including seven in critical care.

Prince Edward Island reported three new cases and has nine active cases.

Public Health recommends that people who have been at a possible public exposure site and are not fully vaccinated get a COVID test, even if they don't have symptoms. They can book an appointment online or call Tele-Care 811.

If they do have symptoms, they must isolate while they await their results.

For people who are fully vaccinated, Public Health recommends they monitor for symptoms for 14 days after the possible exposure and get a COVID test if symptoms develop.

Anyone who frequented the locations at the specified dates and times should also avoid visiting settings with vulnerable populations such as nursing homes, correctional facilities and shelters for the next 14 days.

What to do if you have a symptom

People concerned they might have COVID-19 can take a self-assessment test online.

Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.

In children, symptoms have also included purple markings on the fingers and toes.

People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.
