CAA-Quebec said there was a three-hour delay for service on the West Island as many drivers struggled to start their cars.

A water main break on St-Antoine and Vinet Streets also snarled traffic headed into downtown.

Extreme cold warnings are issued when very cold temperatures or wind chill create an elevated risk to health, such as frost bite and hypothermia.

It is expected to warm up considerably throughout the day, with the temperature rising to a chilly -11 C by tonight.
