A report by Quebec's Environment Ministry suggests that an oil leak in September 2014 on the Magdalen Islands could have been avoided.
A hundred thousand litres of diesel leaked from a Hydro-Québec pipeline in the incident.
The report states that the pipeline was seriously corroded.
The day after the leak, an ultrasound inspection found almost 6,500 corrosion anomalies along the pipeline, the majority in the 200-metre section where the leak happened.
The report concluded that Hydro-Québec had failed in not taking the safety measures needed to maintain the pipeline.
Hydro-Québec pleaded guilty to one charge of releasing a banned material and was ordered to pay a fine of $400,000.
