Quebec Health Minister Réjean Hébert has asked for a review of the province's publicly funded in-vitro fertilization program.

Daybreak's Mike Finnerty speaks to him and to former Quebec Health Minister Yves Bolduc, who implemented the plan in 2010.

The minister says he doesn't want to question the public funding of IVF but to look at the management of the system along with certain ethical issues, among matters.

Opposition critic Bolduc says the program is both effective and ethical.
