The former judge, Pierre J. Dalphond, resigned from the Quebec Court of Appeal in July.
He is currently with the firm Stikeman Elliott.
He will be seconded by lawyer Lucie Joncas and a representative of Quebec's director of criminal and penal prosecutions.
Last week, Quebec Justice Minister Stéphanie Vallée ordered an independent investigation into the death of Nicholas Thorne-Belance.
He was killed when a Quebec provincial police officer driving an unmarked vehicle slammed into his father's car.
The officer was travelling at 122 kilometres an hour in a 50-kilometre zone.
