Released sex offender considered a high risk to reoffend, police warn

A 51-year-old man with a history of violence, including sex offences and the manslaughter of a young child, has been released from prison again and is expected to live in Winnipeg.
Marcel Hank Charlette is considered a high risk to reoffend in a sexual and/or violent manner against all men, women, and children, says a news release from the Manitoba Integrated High Risk Sex Offender Unit, a joint unit of the Winnipeg police and RCMP.
Charlette, also known as Hank Marcel Caribou, Hank Charlette, Peewee or Bald Eagle, was released from Headingley Correctional Centre after serving a sentence for assault and failure to comply with conditions of a release order.
He was convicted of the offences on May 25, and received a total sentence of three years with credit for the equivalent of 27 months of time served.
Charlette has completed some sexual offender treatment in the past but is still considered high risk, police said.
His lengthy criminal record includes convictions for aggravated assault, assault causing bodily harm, uttering threats, carrying a concealed weapon and multiple breaches of court orders.
In 1991, he was convicted in the manslaughter of a two-year-old child and of punching a woman in the face, the high-risk sex offender unit said. He was also convicted of aggravated assault in 1996 for brutally attacking, punching and kicking a woman and sentenced to 42 months' incarceration.
In 2004, he was convicted of another assault on a woman, receiving a sentence of just under two years. Shortly after that sentence ended in 2006, he was handed a three-year sentence for assault and other offences.
In 2010, he was convicted of a random assault on a woman and sentenced to 10 years.
Charlette is described as about five feet tall and 123 pounds, with black hair or a shaved head. He has several tattoos, including two teardrops under his left eye. He also has scars on his right thumb and arm.
He is under a lifetime weapons ban, and once he's released, he is not allowed to possess drugs or alcohol or attend any place or event where selling alcohol is a primary purpose.
He must live at an approved residence and abide by a curfew from 9 p.m. to 7 a.m.
"This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. Charlette will not be tolerated," the news release says.
