Paramedics are seeing a spike in Code Reds — where there aren't any ambulances available to respond to 911 calls.

Hospitals are at maximum capacity; and with no beds available, there's been a return of hallway medicine. 

And for weeks, all non-emergency surgeries have been postponed.
