Canada's Defence Minister Peter MacKay spoke at the opening of the Halifax International Security Forum, where countries allied with Canada are meeting to discuss security issues.
Leaders from more than 50 countries have gathered to discuss several issues including the crisis in Syria, the rise of China, cybersecurity, the future of modern warfare as well as the responsibilities of democratic nations.
The three-day forum takes place at a downtown hotel.
