The Vancouver Police Department has issued an extraordinary public warning about a high-risk sex offender living in the city, convicted of manslaughter, sexual touching and sexual assault.

Police say 55-year-old Christopher Watts has exhibited a pattern of giving large quantities of drugs to young girls and having sex with them, without regard for their ability to consent.

He is described as six feet tall, weighing 160 pounds, with brown hair and brown eyes.

Police say he has been deemed a high risk to reoffend sexually and is bound by a long-term supervision order with numerous conditions.

These include:

  • not to consume, purchase or possess alcohol or illegal drugs
  • not to own, use or possess a computer or any device that would allow access to the internet
  • not to be in the presence of any female children under the age of 18 unless accompanied by a responsible adult who knows his criminal history and has been approved by his parole supervisor
  • report all friendships, sexual relationships and intimate relationships with women

Police urge anyone witnessing Watts violating any of these conditions to call 9-1-1.
