Graham Fraser says organizers have come a long way in understanding exactly what's required to fulfil the French language obligations they committed to, when Vancouver won the bid.

But areas of concern still exist in terms of providing enough service to spectators, athletes and the media in both languages, partly because organizers don't have the money for the necessary translators.

Fraser also said some key federal government agencies involved in the Olympics are behind on their bilingual preparations. Of particular concern are airports and other public service points where it isn't clear that service will be available in both languages.

Vancouver and Whistler are hosting the 2010 Winter Games from Feb. 12-28.
