Windsor Mayor Drew Dilkens unveiled a proposed City of Windsor budget on Friday with a tax increase of about three per cent — far less than the 12.9 per cent tax increase initially expected last fall. It includes spending on capital projects, increases to some user fees, and job cuts. The CBC's Chris Ensing breaks down some of what's in the budget, and how the city will pay for it.
