Federal briefing note outlines recommendation to keep cod fishery closed, but thoughts of 'political victory' reopened it
A briefing note sent to federal Fisheries Minister Diane Lebouthillier recommended against reopening Newfoundland and Labrador's commercial cod fishery. Political advisors within the minister's office argued reopening the fishery would be a political win.
