B.C.'s second-largest city is set to vote this evening on whether it should ask the province to enact a charter. That would give it powers similar to Vancouver when it comes to things like property taxes and municipal services. But as Rob Easten reports, even though support among councillors is high, it doesn't mean the province will approve it.
