Francis was taken into custody by the U.S. Marshals Service in Hartford, Conn. earlier this week. Investigators are working with the Ministry of the Attorney General to extradite him back to York Region.

Police say the arrest dates back to a fatal double shooting at a nightclub in Vaughan in July 2022. Officers found two men and a woman suffering from gunshot wounds after an altercation. At the time, investigators said the two men were security guards at the club.

Police say they have been actively working on the investigation through the Bolo Program, with support from the RCMP INTERPOL Fugitive Apprehension Support Team and the United States Marshals Service.
