Velasquez coach Javier Mendez told www.mmajunkie.com that his fighter suffered a torn rotator cuff in dethroning Brock Lesnar at UFC 121 in October.
The injury to Velasquez may increase the chances of a Toronto main event between welterweight champion Georges St-Pierre and Jake Shields.
UFC 129, the UFC's debut in Toronto, is expected to set a North American attendance record for mixed martial arts.
