Burres, 28, posted a 7-10 record last season with a 6.04 earned-run average in 31 games, including 22 starts.
The left-hander is 13-18 with a 5.88 ERA in 79 appearances (39 starts) since he broke into the major leagues with Baltimore on Sept. 8, 2006.
To make room for Burres on the roster, the Blue Jays designated catcher Curtis Thigpen for assignment.
Thigpen, 25, played 57 games over two seasons with Toronto, hitting .229 with one home run, 12 runs batted in and 15 runs scored.
