The Middlesex-London Health Unit reported one new case of COVID-19 Tuesday.

There were no new deaths reported by the health unit.

Testing was up Monday, with 637 people swabbed at the Carling Heights and Oakridge assessment centres.

The total number of local cases&nbsp;is now at 647, with&nbsp;98 per cent of cases&nbsp;considered resolved.

A city committee moved one step closer to making mandatory masks a bylaw in London Monday. Councillors voted 13-1 in favour of implementing an indoor mask bylaw, with Ward 1 Coun. Michael van Holst opposed. The motion will go to a vote at Tuesday meeting of council.

Masking bylaw moves ahead as Mackie faces council questions

A London city bylaw that requires the wearing of masks in indoor public spaces passed after a special committee of the whole meeting Monday, as medical officer of health Dr. Chris Mackie faced questioning from councillors.

The proposed bylaw was endorsed by London's medical officer of health&nbsp;Dr. Chris Mackie&nbsp;and, if approved by full council on Tuesday, it would mean&nbsp;fines between $500 and $10,000 upon conviction to individuals and businesses that do not comply.

However, Mackie said he encouraged education over fines when it came to any future enforcement of the proposed mandatory mask bylaw.&nbsp;

Southwestern Public Health, which covers St. Thomas, Woodstock, and Elgin and Oxford counties, reported&nbsp;two new cases Tuesday, bringing the regional total to 93 cases, with 85 considered resolved.

Meanwhile, Ontario reported 203 new cases of COVID-19 Tuesday, passing the 200 mark for the first time in three weeks.

In a series of tweets this morning, Health Minister Christine Elliott attributed the uptick to "localized increases" in Ontario.

By the end of this week, 31 of 34 public health units in Ontario will have moved into Stage 3 of the province's reopening.

The Windsor-Essex County Health Unit reported 35 new&nbsp;cases Tuesday. The regional total has now passed 2,000 cases to 2,017. Just over 68 per cent of cases in Windsor-Essex are considered resolved.
