Peel police had been searching for Chang since Monday morning after an early morning shooting in the Dixie Road and Rathburn Road East area, where Alicia Lewandowski was found without vital signs outside a townhouse complex.
Police warned earlier that Chang was considered armed and dangerous.
Lewandowski was pronounced dead at the scene, with Peel police's homicide unit taking over the case soon-after.
Chang has been charged with first-degree murder and is expected to attend a bail hearing in Brampton on Tuesday.
A friend of Lewandowski told CBC News that Monday was "a long and horrible day."
"My mind can rest," said Ashley DeOliveira of the arrest, adding she hopes her childhood friend's family will soon have the answers they're seeking.
