A car with bullet holes through the front windshield was pulled over onto the side of the road in front of the Winnipeg Squash Racquet Club with its doors wide open. There was also glass on the ground surrounding the vehicle.
"I think it's concerning. It's one of the most concerning things a city can have. We have the potential of shots fired in a public area," Carver said.
"We don't have any preliminary indication that this was random," he added.
Stradbrook is closed eastbound from Scott Street while police continue their investigation. Donald is closed from the south at McMillan Avenue and from River Avenue to the north, police said.
Police are asking people to avoid the area.

Silas Keeper lives in the area and woke up to the sound of gunshots.
"I woke up to a couple pops and that was it. You don't really see that around here," he said, adding that it's usually a quiet neighbourhood.
"I just went back to bed I didn't think anything of it."
When he found it was gunshots, Keeper said he was a bit surprised.
"For sure it was gunshots it was popping sounds and all that. [But] I thought it was just an accident," he said.
