The victim, Richard Pember of Calgary, was found in his apartment in the 1800 block of 17th Street S.W. Tuesday afternoon after his roommate alerted the fire department earlier in the day.
An autopsy on Wednesday confirmed the death was a homicide.
Rider is described as Aboriginal, 180 pounds and 5'8".
Police say Rider is known to police, but they wouldn't confirm if the victim was known to police.
Police don't believe residents of the building, which is transitional housing, are at any risk related to the incident.
