Voelzing, 24, died in hospital after being shot in her home in Bells Corners on Easter Sunday.
Sources told CBC News at the time that she was caught in the crossfire of a gunfight between two men on Sonnet Drive.
Her friends told CBC News that she went to high school with Yaali.
On Friday, nearly three weeks after she was shot, police released a photo of Yaali and issued a warrant for his arrest.
Police said he is expected to appear in court Saturday, April 16.

Voelzing was set to graduate this spring

Voelzing planned to work with young people involved in the criminal justice system following her graduation from the victimology program at Algonquin College this spring.
"I hope to use my skills and understanding of victims rights and needs as well as the victim-offender continuum to work with and support youth," her LinkedIn profile said.
Her mother, Sherryl Fraser, is the college's chair of general arts and sciences.
Her classmates are planning on creating a memorial award in honour of Voelzing.
Her death marks the city's sixth homicide of 2016.
