Braconnier's body was found in the early hours of Dec. 25 in a business entranceway in downtown Red Deer.
Police did not release the cause of death but said that "foul play" was involved.
When Kulba was taken in for questioning on Christmas Day, he attempted to disarm a police officer and was charged in relation to that altercation after his arrest.
He has also been charged with second-degree murder and committing an indignity to a human body in relation to Braconnier's death.
Kulba will appear in Red Deer Provincial Court on Jan. 11 via CCTV.
