'Cop cars had the whole street barricaded off': Steven Pegado, neighbourhood resident

An East Elmwood street in Winnipeg that one resident described as "quiet" lit up with police cruisers on Sunday morning when members of the tactical response team surrounded a housing unit for a standoff that ended with one person in custody.

Steven Pegado lives in the unit next to where the standoff occurred, in the 300 block of Keenleyside Street. He told CBC police showed up around 2 a.m. and yelled the suspect's name, ordering him to come out.

Around 7 a.m., Pegado said, police told him and approximately 10 to 15 others to leave the housing complex.
"Cop cars had the whole street barricaded off," he said.
"From what I could see ... They were just negotiating with the suspect to get him to come out and coorperate."
By 9:30 a.m., officers were still stationed outside the unit and one hour later, the scene was clear.
Police said no shots were fired.
