The province of P.E.I. is enacting new legislation aimed at protecting animals.
The provincial government says existing rules only allow authorities to intervene once an animal is in distress.
It says the new animal welfare act will allow for earlier intervention in cases of cruelty or neglect.
Agriculture Minister Alan McIsaac says animal cruelty won't be tolerated in the province.
