Former Chief Electoral Officer Jean-Pierre Kingsley says a fixed date election is leading to the erosion of the Canadian political system -- and that the recent debate over the federal leaders' debates is just one consequence of that.

Kingsley makes the case for an independent election debates commissioner to oversee debates and work with parties and media to determine the number and nature of debates.
