Ray Kelly, NYPD former head says NY detectives embedded in Toronto

After 9-11, Ray Kelly returned as New York City's top cop. He gave elite members of the force heavy weapons training, embedded his officers in Toronto and Montreal and around the world. Vigilant and unapologetic. His legacy will define policing in the US's largest city for decades to come.

Vigilant and Unapologetic.

This is the legacy that NYPD police commissioner Ray Kelly leaves behind heading towards retirement.

It's a far different time, and city, since he was sworn in as New York City's cop back in the 1960s. The police force has changed a great deal too and much of that was Ray Kelly's doing. 

Following the terror attacks on 9/11, he was tasked with transforming the force into a sleek, and controversial, anti-terrorism organization. ​

Ray Kelly is New York's longest serving commissioner and now he is reflecting on his tumultuous years as the head of America's biggest police force, in his new book, titled, "Vigilance: My Life Serving America and Protecting Its Empire City."
