Should Alberta allow pet rats?

Alberta has been fighting to keep itself "rat free" for more than 60 years. The wild rats are blamed with spreading disease, contaminating crops, and damaging sewers and buildings. As a result they're hunted and destroyed by a professional rat patrol, and there's a province-wide ban on owning rats, even in cages.
